Battery Tester 12

Outboard Battery Charge?

I run my engine, placed a tester to the battery it shows thirteen volts, I remove the cables from the battery and test the voltage it shows 7.3 volts, it this normal? or should come back 12+volts? it is sufficient to charging my battery?
