Battery Terminal Bolts

How can i loosen the battery bracket bolt on my 2000 Ford Explorer?
Terminals come off with no trouble but the bolt preserving the battery in position will not come loose.
I actually have used PB blaster 2x now. Still would not budge. In WI, does the bloodless local weather make it worse??
