I just bought a good battery charger from Radio Shack, however what's the big difference between charging/discharging?

I feel silly asking this query, but I is not going to know unless I ask. The charger has a chart for circumstances to can charge and discharge one-of-a-kind dimension batteries, nonetheless it does not give the definition of charging and discharging.
